Finally, it is possible someone is offering more than you, in which case it makes perfect sense that your offer would be declined.

Duluth is a stagnant market and likely will not have much growth or decline, so it will be steady cash flow and slow appreciation - not a bad thing if that meets your goals.

Also, for those that have used Cozy.co or similar screening sites, do they offer the ability to send the "Adverse Action notice" if I decline the applicant for something found on their screening through that site or would I still need to send it out myself to them via mail, email, etc?

I have had over 30 showings since the beginning of the year and I just paid for the house to be staged for another month, so I'm not sure if I should decline and keep showing or take the risk and hope it turns out in my favor.
