I have identified some markets that seem to have a stable population with stable rents, near hotspot cities for plenty of employment.  

Do you feel confident that this project will be successful and that the dev/sponsor has selected an area with job, population and rent growth?

If cash flow is that important you will likely need to shop smaller markets (population of 40k or less), but of course, your risk will increase in those less stable markets.

That might be tough with population being so low.

I have not personally invested out of state YET but have heard that “population growth” is an important metric to keep in mind when looking in markets to see the trend of people moving out or moving into areas.
