Some towns will issue a temporary CO or CCO listing the things that have to be done in order to transfer title and they’ll give you a certain time frame after purchasing to complete.

Have any fees collected at closing by whatever legitimate title/escrow company is handling your closing. 

@Karan Malhotra  if your first on the cross of course you get both of the properties  the subject property and the crossif your second you take title sub too the first. 

Think about properly structuring either a Land Trust or LLC, then transfer the title into the entity.

if there are actual lawsuits pending between owners and HOA then you wont be able to get title insurance and you wont be able to sell it for top dollar most likely.selling it though if you can get top dollar is best U get the 250k tax free.. talk to an accountant before you turn it into a rental.. if you cant get title insurance you may have no choice though..
