But we have been lucky enough to not receive any issues with this house as when we bought it was fully remodeled literally everything was new. 

Never bought home before and learning as I go.  

Weird that the township would go one way and the city another. township is much larger than the city.

Has anyone looked into this issue?

My gut says you probably want/need separate policies for the different entities at the very least - the purpose of having them is to keep things separate in case of a lawsuit, so combining insurance would pierce the veil and allow someone to come after everything. 

What kind of deals do you specialize in?

You can usually get this for the project's life then switch back to renters/normal if needed.

last thing I would do is turn a property that you can sell with no tax into a property that your going to pay tax on in the future.. thats one thought..

Our developers have all noted that HUD has gotten much better with this program in the last decade and it more depends on the local housing authority being good or bad.
