My approach is look at the deal, if the numbers are there, I just buy it...I don't have "analysis paralysis", I just buy it based on the numbers.

If they do their analysis correctly the property will provide decent Cash Flow when they move out.The problem occurs when you try to Refinance a FHA/VA loan.  

Only way to decide whether to make it a 2/2 vs 3/1 is to let the data do the talking by doing a cost benefit analysis of adding a closet vs replacing bedroom with a bathroom and what you can sell either for.

Then turn that analysis on your local market.
