I’m going to take you through a boring systems driven process.  

I have driven through it several times and there are only a couple of areas that I feel okay with getting out of the car in.

The Agency’s investigations are complaint driven, so we rely heavily on the public, and our licensees to bring these individuals to our attention.

I wholeheartedly agree with your premise that most of us operate based on the outcomes; This is simply called client centic service, whereby your success is largely driven by being focused on the seller.
