Short of it is, we thing they sprayed and dodo something else to mask the order so they could sell.

The room used to just be a leaky storage space with crumbling wall cabinets and peeling cement ceilings.

I found that on the soft ones, the railing used to click together would break easily so I opted for the more sturdy ones.As for the stick-on types, I woould be afraid that they would peel off if the floor wasn't clean enough when installing them. 

Standard tricks for locating and/or masking did not help.  

One tip from EMS when you're dealing with odors that nearly drive you out of the house, and you don't want to use a respirator: a dab of vicks vapor rub under your dust mask.

I think thats just the peel and stick stuff, make sure the floor is good and clean and you have a good sharp sheetrock knife and maybe a square or something with a straight edge to make your cuts

The dark stain masks the stains etc...never saw poly over paint before.

This masks out those which might have been good deals.

After I drove to the house with my truck loaded up with supplies to repair a floor and wasted a ton of money on gas, I find that a few peel and stick tiles had been damaged by the tenant.

People love that and it will match the Victorian aesthetic, plus it will mask the slightly deformed ceiling.
