To my knowledge, there are no city ordinances prohibiting domesticated animals but you can always contact the City.

It takes a certain level of QB knowledge to set it up correctly.

Your question in (1), my simplest answer is this is why you're not ready to be a Managing Broker, your lack of knowledge, insight and comprehension in this regard. 

If you have significant resources you can start on your own, if not partnering with someone who brings some local knowledge can accelerate and stabilize your journey.
