They purchase ridiculously cheap liens in nearby cities that are downright depressed (and due to certain, local issues, will likely never come back and have any real value) but outsiders don't really realize that unless they have someone local with the insider knowledge.

@Andrew Gingerich  to be fair the reason also I am keen on that area is my Dad was raised there in the 20's and 30s my grandfather had a hardware store in Chelan.. during the depression he won the contract to supply pots pans silverware to the Grand Coulee ..
