Some things we will contract out (new city electric connection and breaker box, cutting the concrete for egress doors and windows (not installation, just cuts, we'll do the rest) and the rest we plan to do ourselves. 

Finding older school appliances with no circuit boards or as few as possible is also a good thing.  

An electric dryer requires a 240v circuit (or 220/230 depending what they call it in your area) Usually dual pole 30 amp breaker.

Would this be a deal breaker for anyone?

I currently have a 100 amp fuse box that I want to upgrade to a 200 amp circuit breaker panel. 

Is the electrical fully on circuit breakers or are there fuses?

As long as there are ceiling fans in bedrooms & living room, central A/C also isn't a deal-breaker for renting. 

Maybe appliances too, depending....Make sure to add lighting, it's cheap and adds a lot - cans in the ceiling and under cabinet strips.Note: you will probably need to add a few electrical circuits.....current code requires a lot of appliances to have a dedicated circuit.
