Multiply those probabilities by one another, and you have a huge undercurrent of risk ballooning and compounding with each passing month. 

I cannot communicate with the tenant (except maybe via letter).

Speaking from 31yrs of experience, I'd keep it in your local area as close as you can to your your residence.Also, there aren't many undervalued areas in the US - RE has been a main source of income/investment for decades now and it's finally ballooned to the top.

My CPA and another CPA I contacted said they do not provide those types of letters. 

I recently switched insurance carriers for two of my rental properties and about two months after coverage started, I received a letter for each property with a list of items to be remediated within 40 days or coverage would be revoked.

Recently in the mail I received a letter from a mortgage company telling me i could get $48k and bring my mortgage payment down from $3600 to $3000.

I would also send a formal USPS letter to the tenants alerting them of the change and how they will pay rent, report issues, etc., going forward.

I requested the owner/seller provide a written letter that there were no leases in places, the agent assured me that wouldn't be a problem and I should recieve documents in a couple of hours.

I do anticipate more refinances this coming year since rates are looking favorable and so many balloon notes that have been on extension after extension will eventually need to be paid off. 

There are so many things in this letter that are deceptive.
