i will say select a market where you have boots on ground already or something you can build fairly quickly. there are a lot of states and cities where RE is on fire but without that team it is pointless.

I think if you really need the property to be between 15 and 20 units, then you'll have to be willing to look throughout the entire market to have any real selection.
