My goal is to invest within my local markets, but I'm open to out-of-state with the Bay Area being so expensive.

The above are made up numbers that will vary based on your market and local regulations but you get the idea. 

Look for areas with strong rental demand, appreciating property values and favorable investment opportunities.Lastly, connect with other investors and attend local REI networking groups and meetups.

I would suggest finding a local meet up to go network with peers in your area.

Have him match you up with someone locally that knows CA tax sales inside and out.   

I am looking to invest in my first short term rental locally, and I am also looking at vacant land opportunities in mid Florida.  

Once you read the book, I would reach out to a SuperHost on Airbnb and ask if they need any help n "hosting" their properties and that you would like to work for them and/or be mentored.
