My concern was that I have known people who only smoked outside but their clothes, car, and in turn the house eventually had somewhat of an odor to it.

A tenant can invite any inspector inside to determine if they have safe living conditions, like the fire department, health department, building regs, utility company, let them "tag" the place, you're just concerned about your safety!

In my one rental that had concern about the possibility of asbestos tile (judged purely on the likely age of the tile) we just put new flooring over the top of it.
