I don't have much experience with rehabs, contractors, codes, or planning departments.) 

I have met three of my best contractors from this group, and none of these guys is advertising at all.

Nothing currently exists and I haven't spoken to contractors. 

Have you had any General Contractor do an estimated M & L. to make your repairs or updates that obviously need to be done. 

I I am looking a general contractor to remodel my basement adding a kitchen, washer and Dryer hook ups and add a walk out door so I can rent out my basement.

I know of many people getting into REI using wholesaling as a capital growth strategy but that's not for me and I think I would really enjoy this specific strategy you are talking about here to be honest. 

The PM can make or break you--being remote, you will basically be at their mercy to deal with problematic tenants, find tenants and keep vacancy low, collect your money, find contractors... in short, every aspect of actually running the business. 

You have to be maniacal in making sure you never face a cash crunch because no lender, property manager, contractor etc is going to wait months on end (and continue doing the work), while an investor sorts out their problems.
