Tons of tech jobs are surrounding the area, Google, Amazon, MS, etc. all have a major presence. 

Yes, it is hot and humid in the summer but at least our area is surrounded by water and we get very nice breeze unlike Orlando area. 

Also, check existing infrastructure including: roof, heating and air conditioning, hot water heater, flooring (sub floor), and plumbing.

Also look into a place called "The Villages", there's a ton of investment going into that area, but the area surrounding it is both underdeveloped and easy to reach (it's where the Turnpike and I-75 conjoin).

The county hasn't been able to provide the listing agent with a time frame of when the water could be reconnected, or even if it can-  The property is in Hawaii and it sounds as though there may be some complexities surrounding getting water in this particular area-  Is there a way to navigate this, or should it be avoided altogether?

The PM wants nothing to do with your money - however, depending on how large they are they might have processes surrounding transition of ownership that would require them to forward the money to the closing attorney's escrow.

The markets I am interested in are Augusta, GA (and surrounding areas); Monticello, Arkansas (my hometown), and Hawaii itself.

Maybe the data only pulls from the city limits and not the surrounding areas?

The surrounding suburbs would be ideal for fix and flips or buy and hold as well if you can get them at a discounted rate.
