Another thought, if seller went and opened title elsewhere, how could that (new) title company know any of the history around your contract unless the seller is upfront and honest with them?

I have ran into countless issues that are extremely difficult to clear, costly or makes a deal fall through that all could have been prevented if you got Title Insurance.You become liable for anything on Title against the property or prior owners. 

I have tried calling a few property managers in the area and I am not getting a good feeling that honest reliable property management is in this area.

I'm under contract for a duplex in Kansas City and am in need of an honest individual who can perform a property inspection. 

The fee is paying for the tools and resource (which also includes a large team of people to help you, extremely valuable if you've no experience flipping houses) So no, it is not refundable if you bring a us property we cannot fund.
