Just hire a call center or answering service that routes everything to assigned vendors such as plumbers, hvac tech, etc.

Or, if you leave older capex items in place for now, you'll definitely end up with higher maintenance costs down the line.I'd also like to note, if you buy Turnkey (full service) you shouldn't be paying a 'mark up'.

. $16K Reno may be low, especially since the old oil boiler is a wildcard and paint and flooring through are a must.

Not to mention that the ugliest part of "bad" flooring is usually the seam where the tile floor meets the wood/laminate floor.  

best bet is to hire a full season lawn / snow service that can do your property year round..Seasonal rates for each  snow and for lawn care.. get some bids.. your going to find the good companies are probably already booked for snow and won't touch you unless you contract with them also for lawn care.. so make sure and mention that when you call.. have them do the fall clean up.. and get started right away.. 

The floor that was scratched up by the living room needed work as well - sanding and staining.

They will dispatch a service to fix the problem and then one of three things happens: it was either a free courtesty service, or: they will charge your account (and deduct it for next months rent, not from the sec dep, so if they don't pay, the rent is short, which will trigger a late notice that can lead to eviction), or: they will give you a written notice and enforce the rules and regulations you have signed.

For example, if child services or the police had to do a welfare check on the individuals at that property and are getting stung, then the problem starts affecting more people and it gets resolved quicker.Keep us posted with what happens!
