I've found a lot of success working in a more stable market following systems that eliminate pain points like that, but it doesn't allow the crazy upside that you may see in Ohio, just stable returns.

Today I received a $50 “zero tolerance fee and civil administrative assessment fee” for....Putting trash cans out more than 2 hours before sunset the day before trash collection...Because sunset is at 8pm these days that means if you come home from work and put your trash cans out at 5:30, $50 fine for you, no First time warning, no notice of violation, just an invoice.

All are lease terminateable in most cases but you may still need to go through an eviction which with covid will be a pain, even with an arrest you probably still have to go through an eviction, because you can't just throw all their junk on the front lawn or in the trash.
