Inside is fair also, but with old carpet in the hallways and cheap paint.  

Well, landlord owns the place but cleaning up a mess is typically the tenant's responsibility.

I'm fairly new at the rental business also, we just closed on our 3rd property this week, but I would like to know what flooring business you own because we may be replacing some carpet and tile pretty soon on one of the houses.  

I've got a buddy in your state who was able to get them for his county but it was a messy process.

Any smells need to be handled at the source - replace carpet/pad, blow out ducts and a layer of Killz followed by paint.

By this I mean, a turnkey provider may put vinyl plank flooring in high traffic areas instead of carpet, which saves you thousands over the lifespan of your investment.

And really only needs paint and carpet. 5 or 7 grand???

I also learned how to lay tile, laminate, carpet, sheetrock, paint, install cabinets, tubs sinks, toilets... the works.  

Could get messy.
