Is it relatively the same as a conventional purchase as far as being able to get an inspection and back out if things are revealed that werent necessarily disclosed?

Bank fees, points, wire fees, appraisal, inspection (this isn't actually on the HUD-1 form), and the like are what we define as closing costs. 

Depending on how the inspection and everything goes I will probably offer less as anything that's fairly priced in this market right now is selling within a day or two.

Make sure your inspection report is on point, and if something needs to be done in the near future (say a roof) you need to add room for it in your budget. 

Just did the inspections on Friday and found that there is almost definitely an underground storage tank (for heating oil) on the property that is not in use.

If you try to inspect and verify, she will simply hide the evidence or lie and say he just stayed over that one night.
