If you are hiring a job out, don't take the first person that gives you a quote and check for reviews and references. 

The rate quoted to us is $90/unit and includes comprehensive inspection of all units, foundation, roof, HVAC, plumbing, electrical, appliances etc.

The Civil Engineer can perform a due-diligence review on the site before going with a full contract for design.
