Then each residential property has a C/O, so can have a SFH in a 2 family zone, which you may convert to a duplex, without zoning approval, but need to file plans for a permit to convert.And yes, many, and I dare say many SFH, and most duplexes built with a vacant basement had been illegally converted to apartments where I am and rented out.
