@J Scott unless he filed a pre lien notice and sent the owner a copy via certified mail the contractor will have no lien rights in WA.most small contractors just don't do this..

If the city shut it off due to code violation (fire damage) it will have to be inspected/repaired by a certified electrician who will at that point be able to setup a re-inspection from the building inspector and then have it turned on and that doesn't sound cost/time effective for you.

Ask the seller if the property is ADA compliant, has it been CASp certified (ask to see certificate).If the property houses medical anything then it is imperative that you make sure it is ADA compliant, because the level of compliance required is much higher.

If you go to REI meet ups you will usually find investor friendly realtors there.As far as continuing ed classes, contact your local board for what is coming up in your area or there are a lot of online courses to take geared towards investment real estate, just be sure it is a certified company so you get your c.e. credits.Best of Luck!
