I live in Orange County and I have been looking into some out-of-state investments for single family up to triplex for a buy and hold to build my rental portfolio.

I have 50k in equity built up and am looking to buy my first rental property, most likely a single family house.

I'm trying to figure out a strategy on buying real estate from the seller (who owns the property outright) on payments, adding value and reselling it for profit and thus, paying off the original seller.

I recommend buying a 2-4 unit property to house hack rather than buy an individual apartment (condo or townhome).

I'm used to purchasing property all cash, but I want to buy another property within the next 2 months without waiting until I have enough cash to purchase because that'll be another 1-3 years of saving.

Put it in your lease, teach them how to change them, buy them a one-year supply (usually $20), and then hold them accountable.Your home did not cause this problem; your tenant did. 

If you do buy a new build, make sure you still get an independent inspection done and regardless of where you buy, go and look at the property in person during the contingency period.
