Doesn't matter if it is made brand new in a mediocre to bad area they get trashed again real fast.Talk to a local lender or hard money their that knows block by block.

I don't really care too much about speeders or parking meter violators; what I'm interested in is someone who can, and does, pay their bills, and doesn't have a verified record of being a pain in the *** to the landlord, neighbors, or neighborhood.

Communicate with the owner (through your agent) about the unexpected CapEx to attempt additional deductions.The CapEx sounds like a pain point for the current owner, as an investor you can remove that for them.
