I thought this was a joke at first but am told they require some form to be signed attesting to the owner/landlord living within 15 minutes driving distance of the property in order to rent it out. 

I wouldn’t say I am a Celtics fan but did go see one of their games when we lived there.

Also the lead cert. is no longer a requirement for evictions I am not sure where you got that information from. 

Someone correct me if I am wrong, but form my understanding Section 8 doesn't typically cover remodeling costs for a property.

I am very new to this whole real estate world, and would not even know where to start when it comes to this type of financing.

I am ready to refinance one of my rentals to pay off the private lender loan I used to purchase it. ($85k) The ONLY thing preventing the loans from being accepted is the square footage of the house. (500 sf) Everything else about the house passes with flying colors!
