Pretty unique situation here: Purchased my first home because my roommate was tired of renting.

Budget cuts have been hitting Sec 8 for years, allocations are of course based on budgets, this area has not had any new voucher authorizations for years, as others come into the area they bring their voucher with them and is then adjusted to local markets, you also lose those moving away.As pointed out by our new member, welcome BTW, there can be differences in operational administration, not to financial limitations or authorizations.

The renovation will convert a row single family home into 3 family home ( the layout is already there ):- the first flow will be 1 bed, 1 bath- the second floor will be 2b, 1bath- the basement.If those 3 rents, I can easily have $1800-$2000 in gross rent per month.So any creative financial idea I can propose to him?

Given you will be spending on average 10k per trailer to rehab and then selling them for far less- they are worth nothing and due to the financial risk they are more of a liability.  

Additionally there is nothing wrong with making would be Agents demonstrate something simple like being financially literate enough to become a property owner before starting a career where they present themselves to the general public as a housing expert.You wouldn't send your kids to driving school if the teacher never drove a car would you?

Appreciate any insights or guidance from the community on navigating this situation. 

Commercial RE is on deep recession, some financial company like regionals are collapsing.

My main question is this, if you were just starting out and had this same situation how would you go about investing in your first property? 

What recommendations would you have given my financial profile?
