Answer to your question depends on how you define a "neighborhood"  If you consider the 77 Chicago communities as neighborhoods then the answer is no, Trulia is not a good representation of the quality/safety of the neighborhoods.

There is usually option periods to renew and define what will happen.Now if the lease is a vintage lease with above market rates compared to current rents per sq ft then the tenant might ask for a reduction or leave all together if a better space is available elsewhere.
