-Does it make sense to do some minor things like paint, carpet, appliances, vanities, and switch the fuses for breakers before just putting it back on the market?

Lower your want from $6400 to $6270 and then ask for something else of value (to YOU - carpet cleaning or professional cleaning, etc in the offer.  

The over all plan with the current project is, remove all carpet and padding, clean the walls and cement floor with TSP, wash everything else down with TSP or a cabinet cleaner and then run the ozone machine before painting with Zinsser BIN.

I am thinking this will work better than carpet deodorizesand will look better too.  

Fortunately it was a small grow that didn't cause any big issues (moisture damage, electrical modifications, etc) but every surface in the unit had to be painted as well as new carpet and pad.

I charge $25 per pet per month, and told the tenants I will do a carpet cleaning at move out at their expense.

Standard for me is replace carpet and pad, wipe down all walls to clean them, paint with Shellac based primer before painting everything.  

He mentioned that the property has new electrical, new plumbing, new tile, new carpet and so on. 

I have had fha appraisals (im a realtor and an investor also) almost fall through due to the appraiser noting peeling paint on windows, stained carpets, crayon and marker on walls, etc. 

My property has oak hardwood floors in the front half and carpet in the back half.
