On average, they have been small (<1800sf) 4 bedrooms that cost around $80,000, needing $20,000 to $35,000 in improvements, and appraising around $140,000.  

It definitely needs some tlc from the outside, which don't have a problem with because I can make improvements and there is a lot of room for rent increase.

I eventually got it to work with a great deal of fiddling around.Any improvements to the posting window would be a big help as I have had trouble with this before.

On the surface this seems very good, to improve the neighborhood and discourage slumlords and problem tenants.  

I have, but will not again, buy a property that has had substantial improvements done by the homeowner.

No matter what you do or try to do, you will never be able to improve your neighbor's property.  

From some articles I have read though it sounds like exterior upgrades tend to have pretty good ROI, replacing the front door with a nice new steel one in a color that works well with the house, and new siding (or stucco or brick treatment) can be quite a good improvement in the look, that usually has pretty good ROI.
