The accounts typically have to be registered with the state governing body and should be trust accounts, not just ordinary personal/business bank accounts.None of this sounds right.

I.e rough inspection .... generally unless your doing a very large job there shouldn’t really be a need to pay a contractor a large amount of money for work that has not been completed yet.... and never ever pay a contractor in full before the job is done .... it’s human pshycology that once an incentive to finish something goes away the will to finish it goes away also.
