It does also cap rent increases to no more than 8.5% which while annoying (probably most especially in NY, where price of living is high), does at the same time help the tenants out as well as helps stop tenants from leaving for no reason other than huge rent increases. 

They planned on renting out the entire convent completely in a high rent area and use the proceeds to rent apartments for their residents.

Everyone is at difference levels in their flipping careers but I explained that in these nicer areas you're going to have a slightly smaller margin but you are paying up for the security of that return.
