I read thru a lot of the rules on this and it seems the "catch" is that you cannot use debt service as one of your expenses.

Are you sure she doesn't work for an "apartment finder" service? 

The problem is not only that existing tenants suffer, but that local government will be pressured to pass legislation that will be extreme and engulf well run parks into spending unnecessary expense and complying with rules designed to provide residents with services they don’t want.  

I don't do full gut renovations so I haven't had to pull permits on things like electrical and plumbing, but I do new construction projects where you have no choice but to pull permits.

I'm wondering if there is any service that already has that data stored?
