Both units right now have pets in them, and I didn't discover any urine smells, but it wouldn't surprise me if there are some hidden smells or damage that I didn't catch during the inspection.

Some communities only allow a certain percentage of the units to be non-owner occupied, some don't allow Air BnB, their balance sheet could be weak and impose a lot of assessments.Try and reach out to the board of the HOA and hopefully attend their meetings to get a feel for them as a governing body of your investment.

This seems peculiar that your legislative bodies gave not provided for a better remedy to what is essentially a 'due process' issue for claimants; over gaps one that barred them after a reasonable period of time.
