You've got Dodd frank issues if they are an owner occupant.  

What is the current occupancy rate, both physical and economic?

The home of an individual is not a place of public accommodation, but it's occupants are protected under Fair Housing laws.

Does your lease require or limit the property to certain occupants?  

I do my water calculations per occupant /day.   

The flip side of this for you is that, based on limited information that you have given, you seem to own in a desirable neighborhood with high occupancy. 

That said, there are "exemptions" to having to being licensed as a BANK, and still being able to lend to owner occupants, doing a seller financed loan.
