The mix of an old (4) fuse panel with an old breaker panel and A LOT of outlets, many doubled up into 4's, plus home handyman looking issues on the fuse panel (missing screws, exposed wiring), to me would mean having an expert look at the wiring in the house and if needed making a bid to repair it.That rats nest of exposed wired next to this fuse box might be live electrical current, it's probably best not to touch it.Good Luck!

@Curtis LipseyI'm far from an expert and can't answer your question directly... however my limited experience might be useful to help you think from a slightly different perspective... alternately you might get inspired.I retired from the AF a couple years ago... and purchased a house at every stateside assignment.
