Bottom line it is a combination of things: what syndication CPAs does and how your CPA decides to best utilize it for your personal case. 

Bottom line: Is it not a good investment if there is only proof of it being rented out at this higher rate just one year?

I don't know all of the contractor details, and ultimately it is your decision to make (go with what fits your bottom-line, as far as financial goals of this property), but an important thing you won't want to forget is the inspection; removing stairs and putting in a new spiral staircase, you'll probably want to have the place inspected and there may be some additional cost there.

Closing on a property that is zoned buildable for a 40 unit rental, with 4 commerical store fronts on bottom.

There is a water line leak and the water line coming into the house is automotive rubber hose.   

Struggling through the process of rehabbing this property taught me more than just adding to the bottom line.
