It's a tough situation to "police."

It took me months to find the out-of-state owner on a property next to mine because the property manager would do nothing and police would do nothing because when they came by when called they said there was no evidence to go further.  

Not having a Property Manager for low end rentals makes as much sense as not having police officers because the speed limit signs are posted on the highway.

I have tried contacting my local police departments and they say they cant give me any info unless I was directly affected by the crime. 

In English, they do not have to let the Board of Health, The Police, The Fire Department, Maintenance Staff, OR especially a hungry landlord who wants a tuna sandwich from the resident's fridge at 1:26 AM.

The cops filed a police report, but they cannot arrest her unless we physically get threatened.
