Given the very low levels of meth found -average of level 2.9, I think we can assume meth was only smoked there.

I have known and smelt the odor in his apartment before and have confronted him about his smoking in the property but to no avail.

Every apartment failed for small issues (gfis, fire extinguishers present but not mounted, smoke detectors are now required to be photoelectric- not ionized, outside railings need to be raised).

There will be a lot of cleaning to remove soot and smoke damage. 

There is also smoke damage to be concerned with.

Then I consider the fact that I won't even drive down Albany ave after dark.  

It's also an area that is not likely to catch on fire in the coming years (although yes, the smoke is horrendous but less likely to lose your house than some of the surrounding areas) - to me that's an advantage.
