If faced with this nature of contamination again, we would plan a full gut of the property (and make our offer accordingly), especially in light of some recent studies showing that painting / resurfacing only contains the toxins for a time and they eventually make there way back to the surface where they are absorbed by the new inhabitants ... especially small children.

As you note, each sponsor will vary, but this is the general flow for all of my LP positions.Two clarifying points, because we are talking some technical stuff:The legal docs asked to be signed should contain a Subscription Agreement, Limited Partnership Agreement and typically a confirmation of receipt of the PPM.  

It is easy enough for the other side of the wall to contain a cabinet or closet and go unnoticed.

Was the demolition completed under containment? 

. § 2481w.First, it is a direct violation of the Consumer Protection Act for a non-bank lender to solicit or make a loan without being licensed and in compliance with all lending requirements (including interest rate caps) contained in Title 8 of the Vermont Statutes Annotated. 9 V.S.A. § 2481w(b).Next, it is a violation of the Consumer Protection Act for a payment processor to do any financial processing on behalf of unauthorized lenders. 9 V.S.A. § 2481w(c).Lastly, it is a violation of the Consumer Protection Act for “any person” to provide “substantial assistance” to an unauthorized lender, once that person is aware (or should be aware) that the lender is not in compliance with Vermont law.
