We have a paragraph "REPAIR AND TENANT MAINTENANCE OF PREMISES" dedicated to this purpose and list a number of things they are responsible for, and have them initial that paragraph and an addendum in the lease that lists a variety of repair costs if they are the cause of damage. 

I never can understand why investors actually cause the price of a home to drive up with all of their bids...

Removing it is tedious, and can leave the underlying walls / ceilings in poor shape with gouges and other damage caused by the removal process, particularly if the walls / ceilings weren't sealed and sized before the paper went up. 

A piece of dust moving at light speed can cause a nuclear reaction.  

You need to look at the root cause.

This issue would cause a major interruption in the living space of tenants and it is not just the cost associated with this mess (can be as high as $200k issue(s), but the time and interruption of tenants which causes loss in income."

I am happy to get a larger house but my concern is that once it goes on the market after rehab, the appraiser will catch the discrepancy causing a domino effect of issues.
