Here's a couple ideas that might help:- Consider a contract that outlines specific completion timelines with bonuses or penalties for hitting those targets (if you decide to get a new contractor, as I assume you don't have this agreement with the current contractor).- Complete the common areas first, and then have your contractor focus on one unit at a time.

No matter who I use or whatever cost strategy, I won't do anything without a "not to exceed" clause and a penalty fee for going over the 3 month mark, but with a bonus for getting it done on time.

Offering an incentive for one neighbor to undermine another is asking for drama and for you to be stuck in it when you should be avoiding tenant situations altogether ,not inciting tensions by offering a bonus .
