So when finding deals on the MLS, my goal is to get it under contract for an investor and once the investor finishes the rehab I'll be able to list it, correct? 

There may be some portfolio lenders out there that will let you borrow rehab money too.

Once you've closed a deal and it's time to start rehab, what exactly is your process? 

The cash on cash return is around 11%, The property has been fully rehabbed and I've had tenants in place since April, under professional property management.I'm looking to continue growing my portfolio, but I need to pull as much capital out of this property as I can.

Everyone is giving you different info.. but your state guidelines are what you need to go by and they address disasters and what is to be followed..  

The neighbor with my same address number, but a few streets over, probably make a trip to one another's houses about once every month or two, lol. 

It will be very helpful as I have no experience in rehabbing a house.

There are books out there that you can read to assist you in determining rehab costs/budgets without the need to hire someone before you are under contract to buy.
