Just from looking at the topic it is a must listen for me.

I would have PM take pictures of the 'dirty' house and compare them to pics of house when tenant moved in (or purchased if this is first tenant).

I looked at related topics and found nothing, so....would it be legal to talk with your mailman/woman and ask them to let you know about homes whose mailbox might be stuffed to the max, or maybe homes that look to be vacant.  

*Tight leases- We have a 16 page lease that strictly out line the tenants responsibility.
