@Michelle Jarreau I would purchase bunch of small multifamily properties in my market (Berwyn, Forest Park, Riverside) and then re-position them using the BRRR strategy.

If not remedied within the cure period, start eviction procedings....and be ready to scrub walls and re-paint.

There are tons of other RE strategies you can leverage.

In my local MLS market, the RE taxes are itemized on the MLS report (which I can then verify through the municipality's web site).How does it work in VA?  

Re-doing the floors I will wait till the summer.
