Dropping a post can also be a solution, but it doesn't look like you have anything underneath it to drop down to unless there is a concrete pad under the balcony that I cant see in the photo.

That being said you could probably find a contractor you know or can network to find someone reasonably trustworthy.The problem with LA is you really have to squeeze a lot of margin out of construction, so if you go with a really polished (expensive) contractor you can lose out on any profit.

I haven't seen good results with ceramic tile on other than concrete floors.

The inspection found many many minor problems (like bad outlets, dangerous branches to trim, little minor cracks here and there following concrete blocks but all normal stuff, no diagonal stuff) and 1 major problem, i.e. a couple of rotten/wet wooden beam and wooden floor plank in the crawl space, probably a few thousands dollars (2000-3000) to fix/them, no big deal.

Note: the basement floor is poured concrete, and is uneven in places, where it seems like the soil underneath has washed away and caused the floor to settle in some areas (not a huge concern at this point).I've had a number of contractors and waterproofing companies evaluate the situation and suggest anything from interior water proofing and wall repair (I-beams or carbon fiber straps), to exterior waterproofing and rebuilding the foundation wall.From my research, it doesn't seem that interior waterproofing will solve the problem, and the I-beams are only a temporary fix vs. rebuilding the wall and exterior waterproof.
