Once I found a area that fit this criteria I marketed to the list as a whole, then got more specific and called the owners directly that had tax delinquent issues and offered to pay the taxes and give them a small fee at closing much like @Jon Deavers suggested.

Thanks @Jon Deavers I agree and will add that it also depends on what your particular broker will tolerate as well.
