With that kind of expense, it is even more important to accurately assess a resident's health condition because if they pass within the first couple months, you actually lose money and still need to find another new resident. 

I realize this is 3 years later, but aren't there too many independent variables at play for something so rudimentary to be accurate? 

This makes the most sense, but you must be crazy accurate.

Sure beats parking your money in a savings account making .02 percent or gambling on stocks atleast in my opinion

Generalized statements about Chicago will rarely be accurate or useful.Pointing out that you bought a property cheap in no way is evidence for a claim about "Chicago" in general.Chicago has plenty going for it.
