So, a quick rough estimate of my expected usage: portland cement to water ratio is 2:1 with no aggregate added, foam to slurry ratio roughly 4:1.

Tenants want free water, utilities, rent, and now you may also be subject to provide the building with free Internet.If it was such a deal and a steal; I assure you someone or some company with larger pockets would had bought it already. 

If the lending party is not expecting any sort of capital or profit interest, then just bring them into the deal as the pure lenders.

If your tenant receive any other charge (late fee, water bill etc...) they can not make one single payment for the total amount due.
